Since put under the administration of Jiangsu province in 1999, the university has formulated the strategy of having its feet planted in Jiangsu, keeping in view the whole country and maintaining its own features in line with the requirements by the provincial government. It has developed a system of disciplines to fit in with the demands for high-tech and the requirements for talents in the strategic construction of regional economy along the Yangtze Delta. In order to produce staple professionals for the four mainstay industries and the four superior industries of Jiangsu and workers in large demands, it has reformed the content of its curricula, the structure of its programs, and its research work, shifting its main task from service for the national defense to service for the local economy. It also provides Jiangsu with great intellectual support for the innovation and application and generalization of new technology in the industrialization and the agricultural modernization. To meet the requirements by the fast development and to get aid from all quarters, the school not only signed agreements of comprehensive cooperation with the China State Shipbuilding Corporation, the China Heavy Shipbuilding Industry Group, the China Institute of Ships and Boats, and the China Agriculture Academy, signed a contract with the Navy Political Department to teach cadets, but also strengthened substantial collaboration with the big ship makers, electronic factories, and mechanical factories in Jiangsu. 2003 saw the establishment of the Cooperative Development Committee of the East China Shipbuilding Institute that ismainly constituted by municipalities in Jiangsu, large ship makers, equipment makers, and electronic industries in China, and participated extensively by all circles of the society. 　　In order to keep and reinforce the feature of service for shipbuilding industries and to promote the share of disciplinary resources, and in light of the demands of the technology needed in ship-designing and shipbuilding, in May, 2004, the university formed “Institute of Shipbuilding” on the basis of the present disciplines and courses relating to shipbuilding offered by the subordinate schools. So the university can improve its ability to provide an overall and multi-disciplinary support for the development of the Chinese shipbuilding industries. “Institute of Shipbuilding”, a multi-disciplinary organization that crosses subordinate schools, is the main supporting body of “the Jiangsu Public Service Platform of Advanced Shipbuilding Technology”. The purpose of the organization is to offer direct, multi-disciplinary, and comprehensive service for the development of shipbuilding industries.
